SIebel CRM 25.9 and Invalid operation when not executed

We have migrated Siebel from 24.10.0.0 SIA [2024_10] to 25.9.0.0 SIA [2025_09] and now a workflow started to fail when calling 'Inbound E-mail Database Operations' business service method 'InsertRecord' with the 'Invalid operation when not executed (SBL-DAT-00471)' error message.

Any idea if 25.9 is causing the error and why.
