Invalid Ship Method just after applied upgrade patch 12.2.14

Hello,

We applied an upgrade patch from version 12.2.13 to 12.2.14.
Our shipping process doesn’t work — we’re getting an “Invalid Ship Method” error.
Of course, this is a test environment, and we can use the patch that probably solves our problem:
Patch 37514992: R12.WSH.C — Using MSCA and/or Quick Ship to Ship Confirm Errors With Invalid Ship Method (Doc ID 2971490.1).

However, could you please explain why patch 37514992: R12.WSH.C is not included in the recommended list of patches?
In my opinion, it should be, because we cannot use EBS properly after the upgrade without this patch.
