Transaction Distribution Issue

Hi Team,
We are on R12.2.12 and currently there are some inventory transactions which are not costed, the issue is only for one inventory Organization, and it was previously. There is no upgrade done in the past few years and no patches have been applied. Currently cost manager is active, but concurrent program is always pending, scheduled. but does not cost the transactions. We are unable to get the distributions/costing of the items.

1. How the Cost Manager is active while the costing program is still pending schedule for days,

2. Why costing program is stacked for days, there are no orphan programs nor temp
