Unable to download Patch 38501376:R12.TXK.B : MODSECURITY CHANGES

When I try to download the patch I get this warning message — You don't have privileges to download Tier 1 patches.

This patch is recommended for EBS R12.1.3 to mitigate vulnerability described in security alert CVE-2025-61882.

Can somebody tell me what needs to be done to download the patch?
