What control this 'Update' button feature in the Buyer Work Center?

Hi Team,

What control this 'Update' button feature in the Buyer Work Center? We are not able to see the 'Update' option in PRODUCTION instance but could see it in a Test environment?

Is there any profile option which needs to be setup?

Please share any document if available to see/use this feature. All inputs are appreciated.
