How to enable one plan or the other for selection in BSS

in Advanced Benefits - PSFT (MOSC) 1 commentQuestion

We are setting up a new FSA plan and we need to be able to select only one of these. Not both. We have other FSA plans set up and are only able to select one of those during open enrollment as expected. I cannot seem to locate where I am missing this configuration.

Any guidance is most appreciated.
