Multiple US Business groups using Employee Self Service

Hoping someone can help point me in the right direction.

We've had ESS for 13 yrs for 1 US business group.

We now are bringing in a 2nd US business group into ESS. However, not all of the personalization's made over the years apply to the 2nd business group.

I see that the personalization's have been configured at the Function, Location and Responsibility levels.

I have tried to uncheck (disable) the Function and Location levels of the personalization's but no luck. It's as if the Apply button doesn't work on un-checking. I'm attaching screen shots to show what I'm seeing and trying.
