Siebel Cloud Manager Deployment Failure at "check_orm_stack" Stage

in Siebel on the Cloud (MOSC)

This new document describes an issue when attempting to run payload where the deployment fails at stage check_orm-stack with the following in the payload response:
"stage_description": "Check ORM stack job execution status",
"stage_name": "check_orm_stack",
...
"status": "failed"
