How to import data in WSH_ZONE_REGIONS

in Shipping Execution - EBS (MOSC) Question

We are trying to create a new zone in Shipping execution and import new postal codes to this new Zone. Have been inserting into WSH_REGIONS_TL_INTERFACE and WSH_REGIONS_INTERFACE for creating new regions with postal codes, but what is the interface and the process to create a new Zone and link these new postal codes to the zone?

Doc ID 309646.1 talks about creating new regions which was successfully done but no information on creating new zones and linking the new postal region codes to this zone.
