Siebel 25.10 Patch update failed at EncryptionUpgrade step

Has anyone applied 25_10 patch recently on windows environment? i see a new step has been added in siebel 25.10 release. any workaround for fixing EncryptionUpgrade failure? i found a note on this but there are no steps mentioned.
