Benefit Statement Template configuration page not displaying fields after Always Display selection

When I select the Always Display selection option, regardless of what section (Personal Info, Cost Summary, Election Summary, Dep and Ben, Ben Desig, Investment Allocations) I don't see any fields displayed. I must be missing a step, but the documentation does not speak to any additional set up… Any help you could provide would be appreciated.
