media object .msg issue

we have media object file name in Korean language, for instance 같은 주제.msg in one of the address book record.
When try to download it gives error like File-124-123.htm 'site wasn't available'
I replicate the issue, create .msg file with Korean letters and uploaded. when try to download this file, getting same error File-156-123.htm 'site wasn't available'
If you upload .msg files with English letters, there is no issue, files can be downloaded with .msg
Can you suggest why .msg files with korean letters are not getting downloaded?
