Search Applicant/Manage Applicant/Mange Job Opening Group Actions not working Tools 8.60

We've just completed a tools upgrade from 8.56 to 8.60. The 'Actions'/'Other Actions' is not working in neither the Search Applicant, Manage Applicant, or Mange Job Opening in PS HCM 9.2 Recruiting module. When clicking the 'Other Actions' link it shows No Actions Available.

Our recruitment team can not perform needed tasks like Prepare for Hire because there are no Actions Available.

I've seen posts mention to check configuration, but our DBA is saying everything has been configured.
