Does a user have to be assigned the Recruitment Administrator role to deny a pending job opening?

We want to limit which uses have the delivered Recruitment Administrator role but also allow our recruiting team the ability to deny a pending job opening that is in the approval process.

Do users have to have the Recruitment Administrator role to be able to "Deny" a pending job opening that is currently in the approval process?

Per PeopleBooks, the screenshot below is what a Recruitment Administrator will see on the Job Opening Approvals page. Can this same access, to Deny or Approve All, be granted to other users with the Recruitment Administrator role?
