25.7 Monthly Update Issue: Unable to Login to Siebel Applications or SMC

in Siebel System Admin, Install and Upgrade (MOSC)

After applying Siebel 25.7 monthly update on top of 25.1, users have reported they are not able to login to Siebel applications or the Siebel Management Console (SMC). When attempting to log into SMC, users get error: "The user ID or password that you entered is incorrect". When attempting to navigate to the Siebel URL, users get error: Application Interface is in Lightweight Mode. Deploy profile to proceed.

This new document provides the details of the issue observed, along with the cause (including the product bug and documentation bug numbers associated with it). Until the bug has a more permanent solution, the document provides steps for an alternative solution.
