Bill planning percentage related doubt.

we are getting error The planning percent assigned to component 'XYZ 'must be 100 because the bill for item 'ABCD' is not a planning bill.

ABCD is a model bill, and it has 2 components XYZ and PQR with planning percentage 100%. why we are getting this error.
