Is there a limitation of adding an activity guide to a navigation collection?

I am trying to add the Manage Person activity guide to a navigation collection but am having issues. First, the page will spin an unreasonable amount of time (30 + minutes) trying to load. It does appear to load but you can never actually do anything on the page without the spin returning. I then tried to click the Replace Window on the navigation collection link but then an error is returned "Field does not exist -- SIDE_NAV_TBL.SEQNBR.SIDE_NAV_SFL.Activate  PCPC:499  Statement:4". I did see this error was reported when accessing the page in the global search but was fixed in PUM
