38100300 - Oracle Enterprise Manager 13c Release 5 Update 28 (13.5.0.28) for Oracle Management Service

13.5.0.27 Agent Release Update Including Agent and Plugins):
38100678 - Enterprise Manager 13c Release 5 Update 28 (13.5.0.28)
