How can we implement multi-level project approval in Oracle Apps R12?

Can anyone guide on how to modify the PA Project Workflow in Oracle Apps R12 to enable multi-level approval for project approval?
Looking for PL/SQL scripts and detailed workflow modification steps, since Oracle has not yet provided this functionality through AME.
