Mass Transaction "REI - Reinstate Assets" does not check if RET was done book by book

in Asset Lifecycle Management - PSFT (MOSC) Question

We have some assets that were retired on CORP book and Tax books simultaneously. The requirement now is to reinstate only the Tax books and the Retire/Reinstate page does not allow to reinstate by individual books since the Retirement was not done book by book. But when I tried to use the mass transaction "REI - Reinstate Assets", it allows to retire one book at a time. Is this a bug or working as designed? Why does the Mass transaction page behave differently than the Retire/Reinstate page?
