Report that will take material from quantity shipped (SOQS) to quantity backordered (SOBK) in F4211?

We are running JDE 9.2.7.2

When we place an order in P4210 and it's outside our window in BP Contants, the material populates F4211.SOQS even if material is not available. I understand that this happens because the system expects it to be available when it comes inside that window and is future committed. But we have the issue where we run specialty items where it's not always available at the time it enters the window. Is there a program, report, or anything that can be run to look at these orders and put the material to backorder if it's still not available?
