Is it possible to script the creation/management of administrators in OEM

By default (and the most common configuration) Administrators in OEM are DB Users with the "MGMT_USER" Db role. But clearly there's a lot more stored in the OEM schema(s). Is it possible to extract this info either through mgmt views or perhaps emcli and promote using a the corresponding tool.

My goal is to script out the creation of a dozen OEM Administrators with the ability to view their respective sets of application DBs so as to provide better visibility to our application support teams. Each administrator would manage a different set of DBs…once done on our "general" network I would send it to the restricted networks for application.
