Broadcast not refreshing if message is created via workflow

If i manually create a broadcast message for a specific user it works fine. If I do the same in a workflow (2 inserts, the message and then the receiver) it worked fine in 25.3. After the upgrade to 25.9 the message is not received by the user (its an alert message). When the user refreshes the application the message appears. Data wise I can't see any differences in the database.
