PR and PO approval hierarchy clarifications

We have two Operating Units under the same Business Unit. Each OU maintains different responsibilities, and all positions are created within a single organization. Users requested to define two separate President positions to approve PRs and POs for their respective Operating Units. How can we define such setup?
