Why 'OMCU' DD item requires 'Allow Blank Entry' enabled for row security to accept *BLANKS ?

I have worked on applying security on 'MCU' and 'CO' DD items/aliases where we don't need to enable or check mark 'Allow Blank Entry' checkbox on DD level in order to accept *BLANKS in 'From' and 'Thru' value in an inclusive row security fields. Where as for a new OMCU ( PurchasingCostCenter ) DD item, the *BLANKS are thrown as Invalid value error unless you check 'Allow Blank Entry' checkbox on DD level. Why is this difference ? Thank you in advance. Appreciate your help.
