Single threaded queue

If a job in E1 9.2 is running on single threaded queue and if the user puts the job on hold, would the system pause all remaining jobs until the hold is removed and the queue is freed up? Another question is how can we restrict users from updating the job that is currently processing from status P to H for hold.
