Is Buy item Make sourcing rule possible with MRP, without ASCP?

in Value Chain Planning - EBS (MOSC) Question

We have a Buy item that needs to transition to Make at a future date. All of the setups are there to make and we can manually release work orders from the plan. We set up a sourcing rule to override the Buy setting with Make At one of our facilities on a future date, but MRP is ignoring the sourcing rule. Everything I can see online says it should work without ASCP, but I believe that is not correct. Can anyone confirm?
