Can Flat Burden Be Processed During Recharge Time Entry?

I saw an old entry from 2015 that burden could be processed by recharge time entry transactions (Record Type 3). Is that still the case? Is there a work around? We want the flexibility of using the P48096 to override/markup time card amounts and have flat burden added to the top.
