High swap usage after upgrade from 19.25 to 19.28

Hi,

after a recent upgrade on our two ODAs X8-2S from 19.25 to 19.28 we saw a weird, steady increase of swap usage, until (about 2 weeks after the upgrade) swap usage reached almost 100% - even though there is still free memory left!

Under 19.25 the swap usage always lay around 15%. Nothing else was changed.

We run the ODAs in bare metal mode with KVMs (1 on ODA1, 3 on ODA2) and some standalone databases (7 on ODA1, 5 on ODA2). All were updated to 19.28.

APEX and ORDs run on both ODAs. Nothing else is done on any of the ODAs.

I opened a SR with Oracle, but so far only got the "solution" to reboot the ODAs, which I can not easily do.
