Only Empty Locators Visible During Receiving Transaction (GRN)

Hi,

We are using Oracle EBS 12.2.12.
Our current process follows this sequence: Item → Subinventory → Locator → Lot → Quantity.

For instance, the WH01Q subinventory contains multiple locators. One of these locators, W1-L1-01, already has some stock. However, during the receiving process, we are unable to select this locator,

only empty locators appear in the List of Values (LOV).

Locator visibility seems to be determined based on segment values. Could you please clarify how this behavior is controlled through personalization?
