Solution for Spain Verifactu system

Is there a solution for Verifactu system in Oracle R12.1.3 ? I have seen Doc ID 3026233.1 that says there is an ER raised. But I am unable to find the ER 36647393 to get updates on it. Can you please share what do you do in your organization to be able to comply to the requirement ?
