Install International HRMS status never changes to "Installed"

We have already run DataInstall to select the International HRMS with legislation ID and Global, referring to this document:
"How to Install HRMS Legislative Data Using Data Installer and hrglobal.drv (Doc ID 2006776.1)".

After running hrglobal.drv, the status never changes to "Installed" — it still shows "Install".

Has anyone experienced this issue before?

Please Help.
