Can we upgrade only mod_wl for Weblogic 12.2.1.4

I am using WebLogic 12.2.1.4 and JDK 8u461. I have a confusion whether we can upgrade the mod_wl(weblogic plugin for Apache HTTP server) for weblogic 12.2.1.4 only to make is compatible with TLS 1.3

If this is possible can you please let me know whether we need to apply any patches for this or any other way we can do it.
