Should the Withdraw button on Travel Authorizations remain functional after approvals on 8.62?

We are in the process of upgrading to Image 54 with PeopleTools 8.62 and noticed that the Withdraw button can be used even after a Travel Authorization has been approved, up to an including after the authorization has been fully approved and progressed to the Approved status, to return the authorization to the Pending status. Is this working as expected?

The withdraw button on expense reports can only be used until the report has been approved at the first level. This was how travel authorizations also used to function.
