How to deactivate an existing country code in PeopleSoft HCM?

I am Peoplesoft HCM 9.2/PUM 27. There is a need to deactivate a country code (Yugoslavia) from all master set up panels. There is an existing employee data in personal records tagged to country YUG. But I would like to deactivate this country as its no longer valid. There is no way to deactivate this in the Country table panel as there is no Effdt/Eff Status fields. How do I go about this to ensure the panels showing the list of country codes do not show this code YUG any more.
