Possible to use CA_DETAIL_PROJ_CI with prior eff date on CA_DETAIL_PROJ/Contract Terms page?

We have a large volume of contract term data to add and would like to use the delivered CI upload process (CA_DETAIL_PROJ_CI) to populate data on the CA_DETAIL_PROJ component/Contract Terms page. The fields that need populated are BUSINESS_UNIT_PC, EFFDT, EFF_STATUS, PC_TEMPLATE_ID, RATE_TMPL_OPTION, PROJECT_ID, ACTIVITY_ID . I am able to populate this data via CI only if I use the current date. When I enter data on the page manually, I am able to enter a prior date and all other data without incident. Using the delivered CI Upload and adding an effective date prior to the current date seems
