MRP without net requirements

We’re running into an MRP behavior issue with interbranch OT/ST orders in JDE.

Scenario: Branch BP40 creates an OT to purchase inventory from BP20 (manufacturing branch). BP40 has no independent demand, no safety stock, and no net requirements for the item. Because of that, MRP in BP20 isn’t generating a supply message to build the item — even though the OT/ST pair exists on the books.

The BP20 planner only sees the need when the ST hits the schedule, not through normal MRP messages.

Question:
Is there any workaround or configuration that would allow the OT demand to drive an MRP message in the supplying branch, even when the ordering branch has no ID or safety stock? Or is this simply expected MRP behavior for interbranch transfers?
