Is 38583625 the correct Patch # for 9.2 Tax Update 25-D?

We saw the link to PRP 38583625 posted on Hot Topics and provided this to our Admin team to download. However, when attempting to search for it, it does not appear tagged as 25-D. It's description is "Legislative Patchset". When they attempt to apply this to our PUM server, they are receiving the following failure in Change Assistant: "Pre-requisite for PeopleSoft Release Patchsets". Is anyone else having trouble applying this?
