phup_txn transactions for deduction not setting ded taken/genl ded taken to None/None

we are loading to the PSHUP_txn table for OT sources for Deduction type transactions.

We have set the fields for DED_TAKEN and DED_TAKEN_GENL to "N" as per the data input requirements document

the data is in the PSHUP table fine, however on the paysheet load to payline the entry does not have the value of None, it stayed as the default value of D for deduction.

Is there any info on why this is happening in the COBOL load?
