how to setup EAM installed in oracle ebs form

Hi:

I have two types of EBS database installations: one is Vision and the other is Prod. When enabling EAM, I am encountering the following issue.

In the left image, the Vision installation includes the EAM enabled option by default, but in the right image, the Prod installation does not have this option.

How can I configure the system so that this option becomes available for selection?
