Has anyone experienced losing the ability to add comments to the timesheet?

We have elasped time reporters that have multiple Empl Rcd #s. Empl Rcd 0 has been termed, but Empl Rcd 1, 2, etc. are still active, and the employee is entering time. However, the ability to add comments as a time keeper with full access is unavailable for elasped time reporters whose Empl Rcd 0 has been termed.

It is still available for all punch time reporters in the same scenario with Empl Rcd 0 termed, but other Empl Records being active.

On the elasped timesheet, the Actions icon drop-down Add/View Comments is no longer available.

Does anyone else have this issue? If so, is there a fix for it?
