Put away Rules Exececution does not match Rules Simulation

Oracle EBS, 12.2.14

We are working with WMS Rules Engine.

When we simulate the Rules in the Simulation Forms the results are CORRECT

When we perform the transaction in the WMS Mobile App with the SAME LPN the result is not correct. The Material Transactions Forms shows that a different rule has been applied which according to the simulation COULD NOT APPLY.

Also I noticed that the Mobile App seams to apply the next rule according to the strategy order if there are no available locators for the original rule to apply. But the applied rule does not met all restrictions so it should either result in "No locator found that meets the rules restrictions".
