Processing concurrent CA Writ Garnishments

PeopleSoft HCM 9.2 North American Payroll; PUM 49 on Tools 8.61.07

Payroll director inquired why a 2nd garnishment was not processing. Both Garnishment Types are CA Writ, which as delivered, uses FIRST1 rule (First come first served, one at a time (one per pay period)), which will process a single CA writ garnishment until it is satisfied, then move on to next. The rule cannot be overridden at the employee level.

After advising that the CA Writ prorate rule FIRST1 is maintained by PeopleSoft and that PS was processing the garnishments as expected, the payroll director escalated the inquiry to legal department for the following response:
