Double instances for CDB$ROOT on ODA 19.28

in Oracle Database Appliance (ODA) (MOSC) Question

Dear My Oracle Support Community,

I have a ODA-X8-2M with oracle version 19.28.

When I create two CDB's (odacli create-database ….) 'tstcdb1' and 'tstcdb2' then
there is one Service with two instances

Service "3a0f1ee46953b8b0e063fc02f40abab2.smwa.sachsen.de" has 2 instance(s).
Instance "tstcdb1", status READY, has 1 handler(s) for this service...
Instance "tstcdb2", status READY, has 1 handler(s) for this service...

"3a0f1ee46953b8b0e063fc02f40abab2.smwa.sachsen.de" is the UUID of th CDB$ROOT container.

How can I fix this issue?
