Not Able To Setup Item Validation Org In OM System Parameters

Navigate to Transaction > Transaction

Click on Transaction Line and select memo lines defined from distribution LOV and get the below error

But we are Unable to set the Item Validation organization in OM System Parameters.

1. Using Order Management Super User responsibility 2. Setup > System Parameters > Values

I am getting error: ORA -01403: No data found

1. An inventory organization has been defined.

2. Profile option MO: Operating Unit has been assigned

3. Profile option HR: Business Group has been assigned
