Issue with Installation & Supplemental Documentation for SECURE 2.0 – SECTION 603 ROTH CATCH-UP?

Is anyone else having issues downloading the PDF documents with KB851790 (SECURE 2.0 – SECTION 603 BENEFITS ROTH CATCH-UP ENHANCEMENT):

"The attached document covers the installation requirements to implement this feature, as well as a supplemental document that discusses how to apply certain manual setup changes to the database after applying the delivered patches and examples of deduction calculation scenarios"

There are two documents attached to the KB but nothing happens when clicking the link. The documentation cannot be downloaded.
