Why are Purchasing Receipt Accruals allowed with PA but not GMS?

Looking for ideas - documents suggest GMS is incompatible with Purchasing Receipt Accruals (i.e. KB754006 - am sure have seen it written in many other places). Does anyone know why? Was it decided when developing grants that the business need with sponsored costs just wasn't there or was there any technical impediment GMS presented? Many thanks!
