Budget Wizard no long working

We have applied various critical patches on top of R12.2.10 and the Launch Budget Wizard function no longer works using General Ledger SuperUser responsibility. When I try, I get the message: no integrator found, contact service rep. When the user tried, he got the message — "Weakset" is undefined. The strange thing is that if I use the "Create Document" function, that works.
