R31804, does not change status if cost type X2 does not register business unit

In P300261 for cost type X2, I don't have a business unit configured, but when I run R31804 it doesn't allow me to upgrade the production order status. Can you help me identify what changes might have been made, since I don't have this problem in my test environment?
