Guidance Needed for Adding New Shipped JAPAN Language to our existing system

We are planning to add the new shipped JAPAN language to our existing system (25.11 version) . I saw in bookshelf and I understand that the MLOV conversion utility needs to be run once whenever a new language is added.

Is it necessary to run the MLOV conversion utility in Siebel 25.11 after installing the Japanese language, given that it is already a shipped language?

My concern is that we have 43 languages in the database, and running the utility should not affect existing records in the S_LST_OF_VAL table. Can this step be skipped and proceed directly with a Full Publish instead?
